ABOUT Portugal & Mafra
Why is Portugal a great location for startups?
Portugal has emerged as one of Europe’s fastest-growing innovation hubs. The country offers access to the European Union market, competitive operational costs, a skilled and multilingual workforce, robust digital infrastructure, and attractive government incentives for entrepreneurs. It’s also a safe country with a high quality of life, year-round sunshine, and a vibrant cultural scene — all of which make it easier to attract and retain top talent.
Why choose Mafra and Ericeira over other locations?
Mafra offers a unique combination: close to Lisbon’s dynamic business ecosystem, but with more affordable living and operating costs, a relaxed coastal lifestyle, and a supportive local community. Here you’ll find both space to grow and the connections to succeed — ideal for entrepreneurs who want proximity to a major city without the congestion and high overheads.
What is the cost of living in Mafra compared to Lisbon?
On average, housing, utilities, and everyday expenses are lower in Mafra than in central Lisbon. You get more space for your money and a better work-life balance, while still being just 30 minutes away from the capital.
Legal & Administrative
Do I need a visa to set up my startup in Portugal?
Visa requirements depend on your nationality and the length of your stay. Citizens of the European Union (EU), European Economic Area (EEA), and Switzerland can live and work in Portugal without a visa, but must register locally if staying more than 90 days.
If you are a non-EU citizen, you will likely need one of the following visas designed to attract entrepreneurs and innovative companies:
D2 Entrepreneur Visa – Ideal for founders who wish to establish or invest in a business in Portugal. To apply, you’ll need a viable business plan, proof of financial means to support the company and yourself, and a clear plan to create value in the local economy.
Startup/Tech Visa – A fast-track option for innovative tech-based projects. It requires your startup to be accepted into a certified incubator (such as Business Factory) and to demonstrate scalability and international market potential.
Both visa types can lead to a residence permit and, after five years, eligibility for permanent residency or Portuguese citizenship (subject to language and legal requirements).
How do I open a company in Portugal?
You can set up a company in person or online via the “Empresa na Hora” service. The process is fast and efficient.
What taxes will my startup need to pay?
Corporate Income Tax (IRC), Value Added Tax (VAT/IVA), and Social Security contributions are the main obligations. Startups in Portugal may benefit from reduced corporate tax rates in the first years of activity and from R&D tax incentives.
